for Oklahoma's Northern District

Oklahoma Northern District Ethics Council (ONDEC)

A civic documentation and records-preservation organization.

What ONDEC Does

ONDEC documents public process.

We collect, preserve, organize, and publish records involving public institutions and public-interest systems so that timelines, decisions, and omissions can be reviewed clearly and independently.

Our work is records-first, evidence based, and process-focused.

Core Functions:

Records Preservation

We issue preservation notices and maintain documentation logs so records are not altered, lost, or denied after the fact.

Compliance Tracking

We track Statutory and procedural response behavior, including deadlines, written disposition, and preservation after notice.

Timeline Reconstruction

We publish verified timelines that show what occurred, when it occurred, what should have occurred next, and what did not.

Public Indexes

We maintain navigable indexes so journalists, officials, researchers, and the public can review documentation independently.

Scope and Limits

ONDEC does not conduct investigations, provide legal advice, advocate outcomes, or offer representation.

We document process.

We publish records.

We do not argue conclusions.

Jurisdiction

ONDEC operates within Oklahoma's Northern District and maintains records-based documentation across Federal, State, County, Municipal, and Education systems within that region.

About the organization

ONDEC operates under Section 501(c)(4) as a nonprofit civic documentation and publication organization.

See Legal Notice for full scope and limitations.

How To Make Use Of This Nonprofit

01

Parents & Guardians

Begin with Records Discipline

Start by preserving dates, notices, and responses related to your child.

ONDEC documents process - not outcomes - so clarity matters.

02

Journalists & Advocates

Review the Public Index

ONDEC maintains time-based records of institutional response and silence. Use the index as a reference point, not an endorsement.

03

Institutions & Professionals

Understand the Method

ONDEC records whether formal process was exercised when invoked. We do not assess intent, fault, or legality.
