Mission Statement
The Board of Trustees exists to safeguard integrity, transparency, and accountability in systems that directly affect children, families, and the public interest.
Our mission is to ensure that processes intended to serve the public are administered fairly, documented accurately, and governed without conflict of interest, undue influence, or procedural opacity. We are committed to preserving records, examining governance practices, and upholding ethical standards through lawful, methodical, and nonpartisan oversight.
The Board operates with respect for institutions, while maintaining independence from them. We do not litigate outcomes, advocate personal grievances, or substitute ourselves for courts, agencies, or elected bodies. Instead, we focus on process: how decisions are made, how authority is exercised, and whether established rules are applied consistently and transparently.
Guided by principles of due process, restraint, and public service, the Board of Trustees works to strengthen trust between institutions and the communities they serve - particularly where the welfare of children and vulnerable individuals is implicated.
Our purpose is simple: ensure that power is exercised with accountability, records are preserved with fidelity, and ethical governance remains a lived practice rather than an abstract ideal.
Executive Director/President
Randy Gurule
Randy Gurule is the founding Executive Director and President of ONDEC, providing strategic leadership, operational direction, and institutional stewardship for the organization's ethics, records, and civic accountability mission. He oversees organizational development, policy direction, records integrity, and external coordination while maintaining clear separation between governance and operations.
Randy brings a background in civic advocacy, nonprofit formation, public records work, and community-based oversight initiatives. His work emphasizes transparency, procedural fairness, and the preservation of accurate public records, with a focus on minimizing harm to families and individuals navigating institutional systems.
As Executive Director, he is responsible for execution of the organization's mission, long-term planning, and safeguarding the integrity of ONDEC's work across jurisdictions.

Jessie Hayes
Jessie Hayes serves as Vice Chair of the Board, supporting both organizational operations and board governance in the operational role and implementation support, and continuity of day-to-day functions.
The present day legacy Jessie Hayes continues to provide to the National Parenting Ecosystem continues to be the foundation of every dynamically developing National presence in the history of Shared Parenting movements.
It is an absolute honor to hold Ms. Hayes in our highest of esteems.
